Selon http://www.truck-business.com : L’Allemagne, champion européen des contrôles poids lourds  Selon le rapport de la Commission européenne sur le respect de la directive européenne sociale 3820/85 au cours des années 1999 et 2000, l’Allemagne arrive en tête des pays européens avec 3,45 % des jours ouvrables contrôlés pour les poids lourds. On retrouve ensuite la France, avec 2,85 %, puis la Belgique (1,88 %), le Danemark (1,55 %), l’Autriche (1,42 %), les Pays-Bas (1,03 %) et le Luxembourg (1,01 %). Ce dernier respecte tout juste la législation européenne, qui prescrit au moins 1 % de jours ouvrables contrôlés. Avec 0,66 %, le Portugal se classe bon dernier. Notons que la Grèce ne figure pas dans ce rapport, faute de données pertinentes. En ce qui concerne les contrôles des chauffeurs, le classement est relativement similaire, l’Allemagne arrivant en tête, le Portugal dernier. Ce dernier avait acquis XP France à la mi-2001. L’entreprise était alors une filiale de messagerie du groupe néerlandais TPG et avait terminé l’année 2000 sur un déficit d’exploitation de 15,24 millions EUR. Aujourd’hui en bonne santé financière (139 millions EUR de chiffre d’affaires), XP France pourrait rejoindre le groupe familial Heppner dès la fin du premier semestre 2004. Cette opération de croissance externe permettrait à Heppner de renforcer sa position sur le marché de la messagerie nationale, mais aussi de poursuivre ses autres objectifs que constituent la croissance de l’activité internationale et l’élargissement du périmètre d’activités via la logistique.
